RSQAS Road Safety Quality Assessment System

1. Introduction to Road Safety Quality Assessment System (RSQAS)
With the rapid development of China's chemical industry, more and more international chemical companies are paying more attention to the safety of chemical transportation in China. In 2006, the “Safety Quality Assessment System” (SQAS), a logistics provider with more than 20 years of successful application experience in Europe, was introduced to China by the International Association of Chemical Manufacturers (AICM). The first concern in China's SQAS is road transport safety, and the evaluation tool is the Road Safety Quality Assessment System (RSQAS).
From July 11 to 13, 2011, the first 14 road safety quality assessment system auditors received expert training in Shanghai. These auditors will pass the examination and will be qualified for the review of China's road safety quality assessment, and will begin to evaluate the road safety quality of third-party logistics companies according to the requirements of the client.
2. Evaluation process of RSQAS
1. Any logistics service provider can decide to conduct an RSQAS assessment.
2. The logistics service provider selects an assessor from a list of qualified evaluators.
3. The selected evaluator enters the date of the planned assessment at least one week prior to the start of the assessment as a pre-notification in the system.
4. The agreement is sent to the logistics service provider for electronic approval and signature.
5. The assessor conducts an assessment.
6. Upon completion of the assessment, the assessor uploads the assessment report in the RSQAS electronic database within one week.
7. The logistics service provider receives an electronic notification that its evaluation report has been entered into the RSQAS electronic database.
8. One month later, the final assessment report was posted to the database.
9. The chemical company provides feedback to the logistics service provider on the results of the assessment.
10. The logistics service provider prepares an improvement plan based on the above communication, and records or updates the content and status of the program in the “Improvement Plan” section of the electronic report so that all readers can see it.
11. RSQAS issues an AICM endorsement to the logistics service provider and the conditions for using the RSQAS Logo.
12. The report is archived for 2 years or it is replaced by a new assessment report.
13. The new assessment report is usually carried out after 2 years.
