1. Introduction to GB/T50430 standard and certification
GB/T 50430:2007 "Code for Quality Management of Engineering Construction Enterprises" is the quality management work of the Ministry of Construction in order to strengthen the construction and construction enterprises, and standardize the construction enterprises from project bidding, construction contract signing, construction site survey, construction drawing design, Drafting standards for the preparation of construction-related operation instructions, man-machine material entry, construction process management and construction process inspection, internal completion acceptance, completion delivery acceptance, file transfer personnel departure, warranty service, etc., the purpose is to promote The construction enterprise fully implemented GB/T50430:2007.

2. Historical background of standard formation

In order to further improve the quality management level of construction enterprises, provide high-quality buildings for the society, and meet the professional needs of quality management in the construction field, the National Certification and Accreditation Administration and the Ministry of Housing and Urban-Rural Development have decided to establish quality management system certification in the construction field. The application of "Code for Quality Management of Engineering Construction Enterprises" (GB/T50430:2007). The certification basis for the engineering construction enterprise to obtain the certification certificate shall be: GB/T19001-2008/ISO9001:2008 and GB/T50430:2007. The "Code for Quality Management of Engineering Construction Enterprises" was a recommended national standard that was released on October 23, 2007 and officially implemented on March 1, 2008. It is the first national standard for quality management of engineering construction enterprises. Compared with technical standards and technical specifications, it is also the first management-type specification for quality management of construction enterprises.
1. Since January 1, 2011, in the quality management system certification of engineering construction and construction, in accordance with the "Quality Management System Requirements" (GB/T19001-2008) and GB/T50430:2007 "Engineering Construction Enterprise Quality Management Regulations" " to carry out certification activities;
2. Any construction enterprise that has obtained the qualification of the residential construction system and engages in construction engineering activities shall implement all the requirements of the “Quality Management Regulations for Engineering Construction Enterprises” and encourage the adoption of qualified third-party certification. The content of the certification shall also include “Quality Management”. The requirements of the System Requirements and GB/T50430:2007 "Quality Management Regulations for Engineering Construction Enterprises" will be more relevant to the relevant departments. That is to say, the double standard certification;
3. Since January 1, 2011, all certification bodies shall implement quality management system certification for construction enterprises in China, and shall be based on the requirements of Quality Management System and GB/T50430:2007 Quality Management of Engineering Construction Enterprises. The Code" conducts certification audit activities. No separate ISO9001 certification is issued;
4. China National Accreditation Center for Conformity Assessment shall, in conjunction with the requirements of GB/T50430:2007 “Quality Management Regulations for Engineering Construction Enterprises”, re-revise the accreditation requirements for the scope of construction construction, from September 1, 2010 The certification body of the scope of construction and construction shall re-evaluate and confirm, and the eligible qualifications shall continue to be given corresponding qualifications;
5. After re-approval of the certification body with the scope of construction construction, the enterprise that has obtained the quality management system certification according to the "Quality Management System Requirements" standard shall increase the "GB/T50430:2007" project construction when the certificate is expired. The Quality Management Standards for Construction Enterprises require the completion of the conversion of certification certificates after the examination; the certificates that have not been converted after the deadline are invalid, and the certification body shall handle the invalid certificates accordingly;
6. According to the requirements of “Quality Management System Requirements” and GB/T50430:2007 “Quality Management Standards for Engineering Construction Enterprises”, the certification standards for certification certificates shall be: GB/T19001-2008/ISO9001:2008 And GB/T50430:2007;
7. According to the ISO9001:2008 "Quality Management System Requirements" and GB/T50430:2007 "Engineering Construction Enterprise Quality Management Standards" standards implementation of certification activities, can still be with GB/T24001/ISO14001 environmental management system, GB/T28001/ The OHSAS18001 occupational health and safety management system is compounded to establish a three-standard or three-system certification of quality, environment, occupational health and safety.
